Government's stance on undisciplined behavior of government employees is very strict

Recently, due to various programs including rallies, sit-in strikes, human chains, pen- breaks and other programs by some government employees of different ranks, the image of government employees is being tarnished. Therefore, the Ministry of Public Administration has said that the government's stance on undisciplined behavior of employees is very strict.

On Tuesday (December 31), the ministry issued this warning in a notification titled 'Regarding proper compliance with the Government Employees (Conduct) Rules, 1979 and Rule No. 30A of the Government, 1979, and other related laws and rules in the interest of maintaining discipline at all levels of the government'.

It is said that government employees play an important role in providing public services and managing the administrative activities of the state smoothly. The success of public administration depends on the disciplined, responsible and professional behavior of government employees. Recently, the image of government employees is being tarnished due to various programs including rallies, sit-in strikes, human chains, pen breaks and other demands of some government employees of different ranks.

Recently, it has been observed that statements with adverse comments are being published on various social media platforms on the issues under consideration before the implementation of some government decisions, orders or reform programs is completed, which is against the Government Employees (Conduct) Rules, 1979.

Rule 30A of the Government Employees (Conduct) Rules, 1979 states that no government employee- (a) shall raise objections in public or obstruct in any way the execution of any decision or order of the government or the authority, or shall incite or induce any other person to do so.

(b) Shall not publicly express any dissatisfaction or resentment against any decision or order of the Government or any authority or induce others to do so or participate in any movement or induce others to participate.

(c) Shall not exercise undue influence or pressure to change, alter, amend or cancel any decision or order of the Government or any authority.

(d) Shall not in any way create dissatisfaction, misunderstanding or hostility among Government servants or among any class of Government servants or induce others or take any initiative to create it.

Violation of any provision of the Government Servants (Conduct) Rules, 1979 shall be considered as misconduct under the Government Servants (Discipline and Appeal) Rules, 2018. If a Government servant violates any provision of these rules, he shall be liable to disciplinary action for misconduct. The Government's position regarding undisciplined behavior of Government servants is very strict.
